Texans for Clean Water Featured in Plastics News for Leading Role in Bipartisan Bottle Bill Push

Texans for Clean Water was recently featured in Plastics News for our leadership in advancing a bipartisan, industry-supported bottle bill in Texas—highlighting the momentum building behind HB 2048. The article, titled “Texas bottle bill plan has bipartisan support, PET industry backing,” prominently featured our president Maia Corbitt, who has been a consistent and effective voice championing this market-driven solution to Texas’s recycling challenges.
As Maia told Plastics News, “Texas is the largest untapped resource for recycled commodities in this country.” And the data backs her up. Texas recycles only about 17% of its PET bottles, far below the national average of 28%—and even farther behind the roughly 70% container recovery rates seen in bottle bill states. By turning waste into feedstock for domestic manufacturers, HB 2048 offers Texas a chance to clean up our roadsides and strengthen our economy.
The article also highlighted the broad and growing coalition behind the bill. HB 2048 has received support from across the political spectrum, with a bipartisan committee vote of 6-0 in the Texas House and backing from major trade groups like the PET Resin Association, the Aluminum Association, and the International Bottled Water Association. These groups know that recycling isn’t just about the environment—it’s about supply chains, jobs, and making sure Texas manufacturers don’t have to import recyclable materials from as far away as China and California.
